A message dated February 28, 2001, was read stating the Governor is                                 
transmitting the engrossed and enrolled copies of the following                                     
resolution to the Lieutenant Governor's office for permanent filing:                                
                                                                                                    
    CS FOR HOUSE JOINT RESOLUTION NO. 7(RES) am                                                     
    Urging the United States Congress to pass legislation to open the                               
    coastal plain of the Arctic National Wildlife Refuge, Alaska, to oil
